The 24 year-old was the Kangaroos' highest vote-winner on the night, polling on seven occasions from 22 games.
Swallow received votes in four matches in succession between rounds eight to 11 in a month that saw him average 31 possessions and six tackles.
All-Australian Drew Petrie also caught the eye of the umpires with 11 votes including best-on-ground efforts against Port Adelaide in round 14 and Brisbane in round 18.
Also polling well was Brent Harvey who tallied maximum votes against the Power in round six and the Tigers in round 24.
The captain's eight votes puts him in 15th place in league history for career Brownlow votes with 155.
Retiring champion Brady Rawlings equalled his best ever result with six votes including a best afield performance against the Bombers in round 13, while ruckman Todd Goldstein capped off a strong year with six of his own.
