As he was born in Hotham West to MaryJane (nee Johnston) and Albert Edward Melville, it was a given that Frank played for North Melbourne FC. He was the sixth child of eight.

Frank debuted for VFL North Melbourne in Round 2 against Fitzroy, playing five games in 1925.

Returning to North as a follower in 1929, wearing the No.6 guernsey, he played a further eight games, kicking three goals. Newspaper reports noted "Melville kicked a long punt for their second goal", "Melville cleverly beating several backs, kicked a nice goal from a running shot".

His final game for North was at Arden St in Round 13 in a losing game to Fitzroy. In 1930 he headed to Williamstown FC for three games.

In 1940 he enlisted in the Army for World War Two, ranked as a Sergeant, and was discharged four years later. His older brother, Robert, was Killed in Action in World War One. Frank died in Queensland, and is buried in Redcliffe cemetery, Queensland.
