Teddy was the eldest of five children born in Kensington Hill, Victoria to Sarah Elizabeth (nee Irons) and William H Shorten, who had married in 1898. Three of their children died as infants. In 1921 Edward married Rose Minnie (nee Falkner) and they had two children.

Playing for North Melbourne as a wingman and half-forward in the VFA, he then debuted in the club's inaugural VFL year in Round 4, on May 23, 1925 against Essendon at Arden St. The Argus match report noted "Shorten was always in the picture".

In 1926 he transferred to Essendon FC, joining his cousin George Shorten, playing five games and kicking four goals during the season, including two finals.

He went to Cheltenham FC in 1927 and the following year became a boundary umpire in 12 games over two seasons. Between 1939-49 he officiated as a goal umpire in 144 games.

Edward was cremated at Fawkner Memorial Park, Victoria and rests in the Rose Garden with his wife.
