One of three children born in Byaduk in Victoria's Western District to Selina (nee Brand) and Albert Harper, where the family had a long history of farming in the district. Harper had a distinguished scholastic career in academic and sporting achievements at the Hamilton District College.
He played 35 games with St Kilda from 1919-1923 where in his final season he was awarded "most attentive to training". The following season in 1924 was with Carlton, only playing two games before moving to North Melbourne.
In May 1925 he was granted a permit to North seconds and was elevated to the seniors in Round 8 against his old team St Kilda and in Round 9 against Carlton.
In 1919 Harper was appointed to the staff of Brighton Grammar School, where he was a master for 16 years. While there he continued his studies at Melbourne University and was also captain of Old Brightonian Grammarians in the Amateur Association.
He married Katherine Mabel (nee Geach) in 1928 and was the father of a son, John. Harper died in the Melbourne Hospital at the young age of 34 and is buried at Springvale Necropolis, Victoria, with his wife who died 20 years later.
