The second son of James Bernard and Rebecca Jane (nee Harris), Doherty was born in South Melbourne. At 166cm tall and blind in one eye, he began his football career with North Melbourne Juniors before playing 67 games and 37 goals for South Melbourne FC from 1915-1922, where he was part of their 1918 Premiership team, selected as a follower.

In 1923 and 1924 he was in NSW as Coach of Ganmain FC in the Riverina League in addition to working as a barman at the Royal Mail Hotel.

Returning to Victoria, he joined North Melbourne's VFL side in 1925 and was named as full-forward in the club's first game against Geelong, where he kicked two goals. He followed that game by appearing in Rounds 2, 3 and 5, kicking a further goal.

In 1938 he married Kathleen Eliza (nee Upston), who said he "loved golf and was a great racehorse man". In 1948 they moved to Burnie, Tasmania and at the urging of his wife they purchased Brekenborough House, a beautiful two-storey colonial house, which after extensive renovations, they ran as a reception centre. After Dougherty's death, Kathleen continued to manage the centre until 1977.

"Jock" died in Tasmania and is buried in Wivenhoe Cemetery, Burnie, Tasmania.
